How to Export Plywood from India: Grades, Formaldehyde Rules and Buyers

BuyGenix Solutions Team · 7 min read

Indian plywood mills make commercial, moisture-resistant, boiling-water-resistant and marine grades for furniture, interiors and construction. Most exports go to nearby markets in the Gulf, South Asia and East Africa, where Indian sizes, grades and brands are already known, and the large domestic market keeps mills busy between export orders.

Quick answer

To export plywood from India, get an IEC, GST registration with an LUT and an RCMC. Plywood falls under HS heading 4412. Match the grade to the use (MR, BWR or marine), state thickness, size, core and glue, and meet the formaldehyde rules of the destination: E1 or E0 classes for many markets and TSCA Title VI certification for the USA. For the EU, keep timber origin records for wood rules.

Registrations you need

  • IEC, GST and LUT: see the IEC guide and the LUT guide.
  • RCMC: from FIEO or the export council that covers your product, for export incentives. See the RCMC guide.
  • MSME (Udyam): useful for bank credit.

HS code and grades

Plywood, veneered panels and similar laminated wood fall under HS heading 4412. Sub-headings depend on the wood species of the outer plies and whether the panel is plywood or blockboard, so confirm the code with your customs broker.

  • MR (moisture resistant): interior furniture and panelling, under IS 303.
  • BWR / BWP: boiling water resistant or proof, for kitchens and humid areas.
  • Marine: under IS 710, for boats and outdoor use.
  • Film faced shuttering plywood: for concrete formwork on building sites.

State thickness, size (for example 8 x 4 feet), number of plies, core species, face veneer, glue type and the thickness tolerance in every quote.

Formaldehyde and timber rules by market

  • Formaldehyde: many buyers ask for E1 or E0 emission classes, tested to EN 717. For the USA, hardwood plywood must be certified to TSCA Title VI by an approved third-party certifier and labelled.
  • European Union: wood products must come from legal sources, and the EU Deforestation Regulation adds traceability to the plot of land where the timber grew. Its start dates have moved more than once, so check the current timeline with your EU buyer and keep timber purchase records.
  • Gulf and East Africa: buyers focus on grade, brand, thickness accuracy and price; some ask for a fumigation certificate for the container.

Packing, shipping and pricing

Plywood is packed in pallets of sheets wrapped in plastic, with edge protectors and steel straps, and loaded into dry containers. Keep moisture low before packing to prevent warping and mould. Processed wood such as plywood does not need ISPM 15 treatment, but any solid wooden pallets do. Quote per sheet or per cubic metre, FOB or CIF, by grade and thickness. For new buyers, use an advance or a letter of credit. See the payment terms guide.

Where to find plywood buyers

The UAE, Saudi Arabia, Qatar, Oman, Kuwait and Bahrain buy Indian plywood for interiors and construction, along with Sri Lanka, the Maldives, Nepal, Kenya and Tanzania. The domestic market is large too: furniture makers, interior contractors and dealers across India post plywood requirements on BuyGenix every month. See live plywood requirements. Each requirement goes to at most 5 suppliers.

Frequently asked questions

What is the HS code for plywood?

Plywood falls under HS heading 4412. The sub-heading depends on the species of the outer plies and the panel type.

What is the difference between MR, BWR and marine plywood?

MR is moisture resistant for interiors, BWR is boiling water resistant for kitchens and humid areas, and marine plywood (IS 710) is made for boats and outdoor use.

What formaldehyde certification does the USA need for plywood?

Hardwood plywood sold in the USA must be certified to EPA TSCA Title VI by an approved third-party certifier and labelled.

Does plywood need ISPM 15 fumigation?

No. Plywood is processed wood and is exempt from ISPM 15, but solid wooden pallets used to pack it must be treated and marked.

Which countries import plywood from India?

The UAE, Saudi Arabia, Qatar, Oman, Kuwait, Bahrain, Sri Lanka, the Maldives, Nepal, Kenya and Tanzania are regular buyers.
