Import from India to Kuwait: Duty, Licence and Documents (2026)

BuyGenix Solutions Team · Updated 22 Oct 2026 · 7 min read
In short

Kuwait charges the GCC customs duty of 5% of the CIF value on most goods from India and has no VAT. India and Kuwait have no free trade agreement yet, so there is no preferential rate. You need a commercial licence and an import licence, and food must meet the rules of the Public Authority for Food and Nutrition.

Who can import into Kuwait

Importers need a commercial licence and an import licence from the Ministry of Commerce and Industry, and registration with the General Administration of Customs. Most buyers clear goods through a licensed clearing agent, who will tell you which documents need a chamber of commerce stamp for your product.

Duty and taxes

Kuwait applies the GCC common customs tariff. India-GCC free trade talks are ongoing, but until an agreement is in force, goods from India pay the standard rate.

ItemWhat applies
Customs duty5% of CIF value for most goods
ExemptMany basic foods, such as rice, are duty free
VATNone
Free trade agreement with IndiaNone yet; India-GCC talks ongoing

Confirm the rate for your HS code with your clearing agent before you agree a price.

Documents to ask the Indian exporter for

  • Commercial invoice that matches your purchase order, with HS codes
  • Packing list with net and gross weights
  • Bill of lading or airway bill
  • Certificate of Origin
  • The exporter's IEC and GST details, so you can check they are an active exporter
  • For food: health certificate, and halal certificate for meat and poultry

Food and labelling rules

Food imports are inspected and released by the Public Authority for Food and Nutrition (PAFN). Food labels need Arabic text, printed or as a sticker, with the product name, ingredients, production and expiry dates and the country of origin, and most food needs a shelf life that suits GCC standards. Ask your Indian supplier to print a bilingual label on the first order; relabelling at the port costs time and money.

What Kuwait buys most from India

Rice, spices, fresh vegetables and fruit, tea, ready-to-eat food, garments and home textiles, jewellery, engineering goods, building materials, ceramics and pharmaceuticals.
