Import from India to Oman: Duty, CEPA and Documents (2026)

BuyGenix Solutions Team · Updated 22 Oct 2026 · 7 min read
In short

The India-Oman CEPA came into force on 1 June 2026. Oman now gives duty-free access to goods covering 99.38% of India's exports by value, including every textile and garment tariff line, when the Indian exporter supplies a preferential Certificate of Origin. Without it, the standard GCC customs duty of 5% applies, plus 5% VAT.

Who can import into Oman

You need a commercial registration with the Ministry of Commerce, Industry and Investment Promotion that covers import activity, and an importer account with Royal Oman Police Customs. Declarations are filed through Bayan, the Oman customs system, usually by a clearing agent.

Duty: CEPA rate or the 5% GCC rate

Oman applies the GCC common customs tariff of 5% of the CIF value for most goods. The India-Oman Comprehensive Economic Partnership Agreement, signed in December 2025 and in force since 1 June 2026, removes that duty on most Indian goods.

ItemWhat applies
Standard customs duty5% of CIF value for most goods
With a CEPA Certificate of Origin0% on most tariff lines
Textiles and garments0% on all 945 tariff lines
VAT on import5%

Check the rate for your exact HS code before you agree a price, because a few lines are cut in stages.

Documents to ask the Indian exporter for

  • Commercial invoice that matches your purchase order, with HS codes
  • Packing list with net and gross weights
  • Bill of lading or airway bill
  • Certificate of Origin (the preferential CEPA certificate, to get zero duty)
  • The exporter's IEC and GST details, so you can check they are an active exporter
  • For food: health certificate, and halal certificate for meat and poultry

Food and labelling rules

Food labels need Arabic text, printed or as a sticker, with the product name, ingredients, production and expiry dates and the country of origin, and most food needs a shelf life that suits GCC standards. Ask your Indian supplier to print a bilingual label on the first order; relabelling at the port costs time and money.

What Oman buys most from India

Rice, spices, fresh vegetables and fruit, tea, ready-to-eat food, garments and home textiles, jewellery, engineering goods, building materials, ceramics and pharmaceuticals.
