If you export fruits, vegetables, grains, spices, seeds or other plant products, most importing countries want proof that the shipment is free of pests and diseases. That proof is the phytosanitary certificate, and without it the goods may be refused or destroyed at the destination.
A phytosanitary certificate confirms that plants or plant products have been inspected and meet the plant health rules of the importing country. In India it is issued by the Directorate of Plant Protection, Quarantine and Storage under the Ministry of Agriculture and Farmers Welfare, through its online Plant Quarantine Management System. You apply before shipment, the consignment is inspected and treated if required, and the certificate is issued in the internationally agreed IPPC format.
The requirement is set by the importing country, not by India, so always check the buyer country's rules before you quote.
Wooden pallets, crates and dunnage are covered by a separate international standard, ISPM 15. The wood must be heat-treated or fumigated and carry the official ISPM 15 mark, whatever the goods inside. Unmarked wooden packaging can cause a shipment to be held or the packaging to be destroyed at the destination.
Many agri exporters also need APEDA registration, FSSAI for food products, or registration with the Spices Board. See our export documents checklist for the full list.

It depends on the product and the importing country. Many processed foods do not need one, but some dried or minimally processed plant products do.
No. ISPM 15 is a treatment and marking standard for wooden packaging. The phytosanitary certificate covers the plant products themselves.
